I am still downloading your file, it's very slow...
I think IR blocking filter is necessary when mars is low. I tried with and without the filter before and there is a big difference in contrast.
I am having a same condition as yours. Mars only goes up to 32degrees from my location. So the seeing is always a big problem. The only way to fight aganist it is the patience. If you observe every clear night, at least four hours a night. And you will have a good video with good seeing sooner or later.
Besides seeing. There are several other things affect the image quality which we can improve. One is the thermal stability of the scope. If the scope's temperature is higher than the ambient. You can never get a good pic. When I use the C9.25 it usually takes 3hrs to cool down the scope. A fan blowing to the back of the scope would be helpful. Another is the focus. To focus presicely is very important. and a motor focucer would be great plus.
